Hakuryu becomes a relentless, pure embodiment of vengeance! The mad warrior who stands in his way is Susumu Terajima!! A small rural town is caught in the middle of a conflict: the local Gotoda-gumi versus the Ebisu-gumi, who want to seize land for industrial waste disposal. In this countryside with nothing but hot springs and violence, a lone man suddenly appears. That man is a former Organized Crime Division detective (Hakuryu), whose wife and child were brutally murdered. His life destroyed by the yakuza, he now lives for only one thing—revenge. With a single purpose burning inside him, he throws himself straight into a hail of bullets.

Oda (Yasukaze Motomiya) is a young construction entrepreneur—but he also leads a vigilante group dedicated to eliminating the corruption festering in Kyoto. One day, he becomes entangled in a public works power struggle involving a construction company backed by the Ashikaga-kai, the largest crime syndicate in Kansai. With the help of former police detective Terao (Susumu Terajima) and the nationalist group Dai-Nippon Kikusui-kai, Oda launches a fierce battle to protect Kyoto from the encroaching underworld.

After serving a term in prison because of shooting the leader of the rival group, Goro finds out that his fellow Yakuza Shiroyama, left the group and living as a normal people.

The main character, Hakuryu, played by Hakuryu, is bursting with unexpected strategies. The development of his attempts to take a large organization by the hand is thrilling, and at the same time, heartbreaking and exhilarating. The Kurosu-gumi is in an all-out confrontation with the Royal Roads-gumi. Tatsuya Shirakawa, acting head of the Kurosu-gumi, takes this opportunity to move into Roppongi, the Oudokai's stronghold. He sets up an office in the midst of the enemy territory. The difference in the number of forces is 8,000 to 40. The inferiority of the Kurosu-gumi was obvious to everyone, but Hakuryu was confident of victory.
