The third film in the Zenka-mono series.At the beginning of the Showa period, Matsukichi Iwaki was released from prison after 10 years in prison. Matsukichi came to Yokosuka relying on his old friend Mitsuo Nakai from the Nakai gang, but Nakai was killed and the gang disbanded. Matsukichi discovers that the Shimanaka gang is behind everything, and from her the thread reaches the Navy. Oryu the Red Peony, a wandering female yakuza on a soul-searching journey after the death of her father. After collecting her sickly follower from jail, she is taken in by a fishing village. When a dispute breaks out for the gambling rights to a local festival, the villagers are harassed by a gang of thugs. When the harassment turns violent, Oryu must decide wither to keep her promise or protect the villagers.

In the year 1786, Shogun Ieharu Tokugawa selected beautiful Ochisa to be his concubine. It causes other concubines to become very jealous and mean. When the Shogun passes away, his concubines are forced to become nuns, which they are not happy to be. The subject is life inside a shogun's harem, and the treatment is again more restrained than in most of the historical pinku eiga films being produced by independents at the time, but the tone of this middle installment in the trilogy is decidedly more grim than that of its predecessor. There's a good deal of abuse and violence on display, as the shogun dies and his concubines are sent to a remote convent to become buddhist nuns. the hysterical nuns are being punished for their transgressions and committing suicide in grand exploitation fashion.

Red Peony Oryu who has a red peony tattooed on her shoulder and has the defiance and courage of a man. She meets Katagiri - a loner gambler, Kumatora - boss of a family in Shikoku, and Otaka - female boss of the Doman Family in Osaka. With their help, she finally catches up with the man who murdered her father.

Oryu searches for blind child she left behind and get involved in a Yakuza turf war that takes place in the Tokyo Theater.
