Sinan Çetin 1953 yılında Van'da dünyaya geldi, sanatçı 1970’li yıllarda resim ve fotoğraf alanında amatör çalışmalar yaptı. Sinemaya 1975 yılında Zeki Ökten’in çektiği Hanzo adlı filmde asistanlık yaparak başladı. Daha sonra yönetmen Şerif Gören ve Atıf Yılmaz ile birlikte çalıştı. 1977 yılında Hacettepe Üniversitesi Sanat tarihi bölümünden mezun oldu. Aynı yıl Baskın ve ardından Halı Türküsü adlı belgeselleri yönetti. 1980 yılında ilk uzun metrajlı filmi Bir Günün Hikayesi ni çekti ve bu film 1982 Antalya Film Festivali'nde En iyi yönetmen ödülüne layık görüldü. Daha sonra peş peşe Çiçek Abbas, 14 Numara, Çirkinler de Sever, Berlin in Berlin gibi ödüllü filmleri yönetti. Bu arada reklam filmleri ve müzik klipleride yöneten Sinan Çetin, düzene karşı eleştirisini dile getirdiği Propaganda,Komiser Şekspir gibi liberal filmler ile büyük bir gişe hasılatı sağladı. Sinan Çetin’in kendi filmlerini çektiği Plato film adlı bir şirketi bulunmaktadır. Ayrıca Ayn Rand ve Karl Popper gibi filozofların eserlerini yayınladığı bir yayınevi sahibidir. Sinan Çetin bu yayınevini yakın dostu Atilla Yayla'nın da desteğiyle liberal düşünceyi yaymak amacıyla kurmuştur. Sinan Çetin evlidir ve 4 çocuğu bulunmaktadır.
