The story takes place over a 24 hour period. In the southernmost part of Japan, 20 fishing boats of an unknown nationality suddenly fire upon and occupy parts of the Hateruma archipelago. Members of the Japan Coast Guard are detained. Under the extremely tense situation, the Japanese government sends Aircraft Carrier Ibuki and an escort fleet to the area. Ryota Akitsu is the captain of the Aircraft Carrier Ibuki and Toshiya Niinami is second-in-command. It is now 6:23 am. and Japan faces one day which they never have before.

Nasu Kano, known as Nu, has a developmental disability. As soon as she was born, her mother abandoned her in a coin locker. As Yamazaki-gumi steadily gained power, Himuro worked to expand the organization further, focusing on internal reform and establishing legitimate business operations. Meanwhile, a minor clash between Tamura’s young members and the Yanagase Rengokai sparked a new conflict, spreading across all of Gifu—another war erupting in the wake of the Osaka battle!

Under the command of the second generation leader of the Kawatani group, Himuro (Yasukaze Motomiya), the largest organization in Nagoya, the problem of the Shigemitsu-ikka's heir is resolved. However, a coalition of 12 anti-Kyowakai organizations, led by Hiroshima gangsters Genbukai, was formed as the West Japan Mutsumikai. The vanguard, Shikokukai and Yukoku Giyuto, launched an invasion into Hyogo’s Akashi—a source of income, and Kyowakai Shateigashira Omoto, was assassinated. Fueled by revenge, Himuro and Tamura (Yoshiyuki Yamaguchi) launched a relentless counterattack.
