A new chapter in Oda Seiji's saga

A yakuza movie starring Koji Matoba, depicting the lives of men left behind in the times. In the Ryuan-gumi, which is based in Yokohama, drug business was prohibited by the leader Engetsu. One day, in order to protect leader's teachings, Mouri of the Ryuan-gumi assassinates the leader of the Yamagami group, a hostile organization that trades drugs. This causes a conflict with the neutrals in the Ryuan-gumi. During this turbulent time, the leader Engetsu asks Mouri to take care of his son Saiga and guide him on the path to becoming a yakuza.

A year later, Mouri was demoted, and Saiga was expelled from the gang. Engetsu suddenly fell ill, and in Yokohama, where Engetsu's influence waned, drugs began to spread. Amid the unrest, Mouri and Saiga begin to confront each other.

The Nihon Tōgōsha continues to dismantle yakuza organizations across the country. To survive, Sankōkai Fourth-Generation Chairman Daiki Yabuta (Kenji Matsuda) plans to create a new yakuza group led by Okita Shōhei (Yasukaze Motomiyac) from Washio-gumi. This group aims to unify yakuza nationwide, similar to the former Tendokai under Kazuma Washio (Hitoshi Ozawa). Meanwhile, within Nihon Tōgōsha, Kazuma Washio is expanding his influence, prompting the leader Tōjō (Kentarō Shimazu) to take action and plot Washio’s assassination. However, the plan leads to unexpected outcomes... Additionally, a letter sent to Washio-gumi and other national yakuza organizations pushes Okita and the others into even greater peril.

To celebrate his 30th acting anniversary, Kōji Matoba stars as Seiji Oda, the fiercest member of Tendokai, who joins the organization under Kazuma Washio (Hitoshi Ozawa). In 2011, Tendokai dominates Kanto, while the rising Santōkai threatens them. Meanwhile, in Yokohama, Seiji Oda forms a rogue group, Oda Dōshi-kai, and violently protects his turf, clashing with Jinseikai. As Tendokai's Vice-Head Ryuji Kondo retires, Keiji Oda (Seiji's brother) is tasked with calming the tensions between the two groups, leading to a reunion between the Oda brothers.

At Sagamikai's headquarters, Kawashige (Daijirō Harada) is confronted by Iwamura, the chief of Yokohama Port Police, who demands the dissolution of Sagamikai. Suspecting a traitor within, Kawashige orders his men to investigate. The suspect is Keisaku Sugita (Daisuke Iijima), a veteran of Sagamikai and father of Shinsaku Sugita (Gento Aoki) from Oda Dōshi-kai. When Sagamikai attempts to take Keisaku, Shinsaku intervenes, injuring their men and helping Keisaku escape. Seiji Oda (Kōji Matoba) is summoned by Kawashige, who demands the return of Keisaku, but Oda firmly refuses. War between Sagamikai and Oda Dōshi-kai is imminent.

The Hyodo-gumi boss—part of Tendokai, Japan’s largest yakuza syndicate—has been brutally murdered. Kazuma Washio (Hitoshi Ozawa), the head of the Washio-gumi and Tendokai’s wakagashira (underboss), is convinced that Yoshinari Myojin (Sho Aikawa), a former Tendokai wakagashira-hosa now running Tokyo’s underworld of thugs and mafia, is behind the killing. Around the same time, Tendokai's 5th-generation chairman Katsushige (Hakuryu) orders Washio to secure a woman named Nagi Toyama (Akane Hotta). Washio sets out with his men, Okita (Yasukaze Motomiya) and Date (Hideo Nakano), but they’re ambushed by a group of heavily armed youths. Barely escaping, they manage to bring Nagi to their hideout—only to discover she’s a key player in a power struggle over the Tokyo Casino Project. And so begins the greatest conflict yet, entangling yakuza, mafia, street gangs, the police, and even the state itself—

Meanwhile, Washio presses the client behind the whole affair, former METI official Masaoka (Jiro Okazaki), to reveal the truth. But before long, both Nagi Toyama (Akane Hotta)—whom Washio was protecting—and Sumire (Kokoro Nakayama), daughter of Washio’s former senior Kawashima (Naomasa Rokuhira), are kidnapped by Daitoa-dan. To make matters worse, Sumire is drugged and used as bait to lure Washio out. Blinded by rage, Washio storms the Daitoa-dan headquarters alone— But what awaits him there…? The fierce showdown over the casino rights between yakuza and mafia finally reaches its conclusion.

Sanko-kai’s boss Onizuka (Hiroshi Fuse), who holds a grudge against Washio, launches a political and violent offensive. The Naitō Shinjuku Family, Japan's oldest yakuza organization with a hereditary tradition, is led by its boss, Gunji Washio (Hitoshi Ozawa). His young son, Taiga (Haruto Ochiai), though only an elementary schooler, spends his days being trained as the heir by senior lieutenant assistant Reiji (Yoshiyuki Yamaguchi). However, in stark contrast to his father's wild and daring nature, Taiga is timid and prone to tears, raising doubts about his suitability as the next leader. Amid this uncertainty, Gunji's supposedly deceased younger brother resurfaces and assassinates him, plunging the Naitō Shinjuku Family into crisis. To make matters worse, Taiga is kidnapped by an unknown assailant…

After the death of the 12th-generation boss, Gunji Washio, the Naito Shinjuku Family attempts to rebuild under acting boss Kanemaru (Masaya Kato). However, a clash arises with the underboss, Reiji (Yoshiyuki Yamaguchi), who nominates Gunji’s successor, Taiga Washio (Haruto Ochiai), as the 13th-generation boss. This discord fractures the once-unified family. Adding to the chaos, the Tokyo Four Society, which had been held together by Gunji’s absolute leadership, falls into disarray. Shinjuku descends once more into a lawless battlefield of feuding yakuza factions. The conflict between Reiji’s sense of justice and Kanemaru’s vision of leadership traces its origins back to a tragic incident during the era of the 11th-generation boss, Kiryu Washio (Shinzo Horita).

The Naito Shinjuku Family, a hereditary organization where only those of the Washio bloodline can inherit leadership. Under a calculated scheme, Wakagashira Yuki Kanemaru eliminates the 12th-generation leader, Gunji Washio (Hitoshi Ozawa), in a bid to fulfill his fateful mission of establishing Washio Kiyoharu (Kazuyoshi Ozawa), Gunji’s long-buried sworn brother, as the rightful 12th leader. In a shocking turn, Kanemaru engulfs the Naito Shinjuku Family in flames and meets his end through self-immolation. As Shateigashira Hosa (Yoshiyuki Yamaguchi) pushes to restore order by advocating for Taiga Washio (Haruto Ochiai) as the 13th leader, the situation spirals further out of control with the release of Shuyu Ohgami (Norimasa Tomie), a former Naito Shinjuku Family member, from prison...!

In order to fulfill the fate and great cause of placing his sworn brother, Kiyoharu Washio (Kazuyoshi Ozawa), who had been buried in the darkness until now, as the 12th generation leader of the Naito Shinjuku family, Yuki Kanemaru (Masaya Kato) covered the office with flames and ultimately met his end in self-immolation. Just as he passes away, former 12th generation underling, Hideyoshi Ogami (Norimasa Fujie), is released after serving a long prison sentence. This leads the Naito Shinjuku family into a three-way struggle: Toki Reiji (Yoshiyuki Yamaguchi) and his faction who support Taiga Washio (Haruto Ochiai) as the 13th generation, the faction led by Akira Shiba (Kunihiko Ida) who seeks to put Seiharu in power and rewrite history, and Ogami’s faction. Finally, the president of the Osaka Namba-kai, Masami Yukimura (Takashi Ukaji), reveals himself, and the story is about to connect to a new bloodline!
