Fuka, a little witch, is training to be a better witch like her mother, a queen of Silver Castle. She is a lively girl and cares about her friends, but she gets into trouble sometimes. Karin, a princess of Green Castle, is Fuka's best friend; and Chitose, a prince of Blue Castle, is her friend from childhood.
The story starts following an incident: a young girl jumps from the top of a building. The image provokes a certain dread, as the girl appears to have been a corpse even before she jumped. The case is dismissed, yet more and more of these suicides occur, and all from the same building. Thus began the rumour, that a ghost inhabited the rooftop of the building.
Higurashi Outbreak is set in the same Hinamizawa village of the previous stories. The village has been completely sealed off due to a mysterious virus in 1983, and Keiichi Maebara and Rena Ryūgū deal with the outbreak. But this time, they don't know if its Oyashiro-sama's curse or a conspiracy. It is also shown that Rika might be infected by the virus. Not much is known about the story yet, but in an interview the makers of the OVA revealed that the ending will differ from the original story.
Picking up from where the previous movie left off, Ranka's star career flourishes while Sheryl's health rapidly deteriorates after collapsing during a live performance. He is transferred to a tiny countryside branch, where he butts heads with his lazy superior until the two men discover a plot by the competition to put the construction company out of bussiness. With the help of his old biker friends, Kintaro prepares to confront the masterminds behind the scheme.

In order to calm the situation, a global peace monitoring agency called COMPASS is established, with Lacus as its first president. As members of COMPASS, Kira and his comrades intervene into various regional battles. Then a newly established nation called Foundation proposes a joint operation against a Blue Cosmos stronghold.
