This is a factory area in downtown Tokyo, and Hikaru, nicknamed Pika-chan, is a nurse at the Mihara Clinic, a friend of the poor.

Natsuko Kayama, an authority in the beauty industry and once known as Miss Tokyo, is a first-class wife. Her husband, Senkichi, on the contrary, is a good-natured man and slow-witted. They are rarely seen together, and others often criticize them for being too boring and uninteresting.

Asako, a former telephone operator once heard the voice of a murder suspect which has continued to haunt her. Years later her husband invites his boss, Hamazaki, over for dinner and she realises his voice is suspiciously like that of the killer. Akiko resents her sister for lecturing on chastity, while wantonly indulging in promiscuous activity. Ichiro takes an interest in Kyoko and sets out towards her bar…

Nobuo is a hot-headed hoodlum fresh out of reform school who struggles to make a clean break with his tearaway past.

Young female teacher Kyoko Miyake relocates to a small seaside town with her runaway little sister, but their new life is complicated by hoodlum-like Jiro Yamazaki (the black sheep of the title) who is related to the family hosting them and whom they keep running into, but can't help but to feel sympathy for. Of course, rumours start fast in a small town, but delightfully she doesn't really care at all. This is another very solid Shogoro Nishimura film.

Reiko meets her husband’s business rival, a young, capable businessman, and falls for him. Meanwhile, Mayumi enters into a relationship with Shimotsuma, a friend of her late husband.
