It's three years after the events of the original Battle Royale, and Shuya Nanahara is now an internationally-known terrorist determined to bring down the government. His terrorist group, Wild Seven, stages an attack that levels several buildings in Tokyo on Christmas Day, killing 8000 people. In order for the government to study the benefits of "teamwork", the new students work in pairs, with their collars electronically linked so that if one of them is killed, the other dies as well. They must kill Nanahara in three days - or die.

However, Sakakibara could no longer go on due to the severity of his injuries and passed his Card Deck to Shinji, allowing him to become the next Ryuki and defeat the monster.

Yutaka, tired of his writing job, is asked by his landlord to save his rundown apartment building from demolition by converting it into a variety store called "The End of the World". Through this, he meets Huma, a high school student detached from her friends and parents, who finds it is the only place she can find any calm.

In Southeast Asia, armed guerillas storm a party being hosted by a major Japanese trading company. They kidnap Eri Enomoto (Rika Uesugi), the director's daughter, and demand a huge ransom. But company infighting stalls plans to comply with the kidnappers, and Eri's father collapses from the strain. When Eri's childhood friend, Miki (Natsuki Katoh), learns of the kidnapping and the company's reluctance to save her friend, she decides to try and rescue Eri on her own.

A serial killer leaves behind a trail of headless bodies; the special agent assigned to the case begins to uncover the supernatural truth, as his young protégé falls for a beautiful girl who may be more than humanity can handle.

This movie is an alternate ending to the series, taking place after the events of episode 46. With only six Riders remaining in the Rider War, Shirō Kanzaki feels that time is running short.
