The story takes place during a summer of continuous sunshine when water supply restrictions are issued in the city. Shunsaku Iwakiri works for the city's water department and his job is to visit homes and stores that are behind on their bills and either collect the money or shut off the water supply (water suspension enforcement). Shunsaku is separated from his wife and children, and his heart grows thirsty as he spends his days visiting poor households and being abhorred. One day, during a water shutoff, Shunsaku meets two young sisters who have been neglected. He sees them as his own children and offers them a helping hand.

This gruesome tale depicts a fantasy-fulfilling club which houses deadly fights where winners are rewarded, and losers meet their ultimate fate.

For 60 years, the group of detectives known as "Detective Office 5" has raised the bar for detective work. The agents of Detective Office 5 are a group of stellar detectives lead by the genius code breaker Detective 507. When an unknown client enlists 507 to crack his most difficult programming code yet, the detective embarks for Shanghai where he crosses paths with a sniper, an informant, the head of the Blue-Dragon Mafia, and beautiful singer on the run, Meilan. As 507 stumbles deeper into a twisted quagmire of intrigue he discovers the sad truth behind the mystery.

High school student Kyosuke Shikijo is the most talented member of the school's martial arts of the fist club. His late father was detective and Kyosuke share his father's strong sense of justice. Kyosuke also has a secret. Kyosuke likes to wear female underwear and transforms himself into the alter ego "Hentai Kamen," wearing female underwear and gaining superhuman powers. This unusual interest also comes from his parents, with his father a masochist and his mother a sadist. By chance, Kyosuke gets the underwear of female high school student Aiko Himeno. With her underwear, he gains various pervert techniques and attempts to protect Aiko from a dirty and heinous teacher.

The movie takes place again in the fictional Wangan Station of the Tokyo Metropolitan Police Department the once empty space within Wangan's jurisdiction has become a popular tourist attraction. When a string of murders of company execs begins taking place, Aoshima jumps at the opportunity to pursue something other than his current case, which he finds less than inspiring. However the powers that be have other ideas, and Wangan again plays host to a special investigation team from headquarters. Aoshima's friend Superintendent Shinji Muroi, assigned by headquarters to assist Okita, is again powerless to help the local officers as decisions are made by the higher ups.
