Based on Érico Verissimo's literary trilogy, Time and the Wind follows 150 years of the Terra Cambará family and their opponents, the Amaral family. The struggles between the two families begin in the missions and lasts until the end of the 19th century. The film also features the period of formation of the state of Rio Grande do Sul and the dispute of territory between the Portuguese and Spanish crowns.

Boni, an engineering student of humble background adheres to the armed struggle, but carries doubts and fears as to whether this would really be the best way, as he fears for his family, his girlfriend and the future, which seems more uncertain every day. Like so many, he is arrested, tortured and banished from the country. In exile in Chile, together with his partner Cecilia, he comes to understand society in a different way. He begins to work and live with the Chilean people, realizing that to change reality it is first necessary to understand it.

Brazil, 1961. In the underground of the Piratini Palace, the governor of Rio Grande do Sul, Leonel Brizola, awaits a bombing by the Brazilian armed forces. The country is on the verge of a civil war, following the resignation of president Jânio Quadros and the movement to keep vice-president João Goulart from taking office. Using the radio transmitter from his improvised bunker, Brizola sets up the Legality movement, to ensure Goulart's right to the presidential chair. Caught in the crossfire, two brothers who are in love with the same woman unite to fight alongside Brizola.
