The three henchmen join forces to challenge the brutal gang that is trying to control the city of Izu in Shizuoka during the early Showa period. Representatives of three different yakuza gangs - Tatsuo Umemiya, Tomisaburo Wakayama and Koji Tsuruta celebrate male friendship and male chivalry in action.

An early ninkyo film from before the genre had truly established its form. Koji Tsuruta plays an honourable outlaw who saves an older man from an ambush. It turns out the man is the head of a hard working clan appointed to a railway construction project. A ruthless yakuza gang is also trying to get their share of the project and attempts to sabotage the work. After the old man dies, his son (Sonny Chiba) and daughter (Junko Fuji) try to complete the project. Tsuruta joins them while also falling in love with a local woman working in a bar (after all, Tsuruta always was more of a lover than his stoic colleague Takakura).

Tokizо, the boss of the Tenmaru-gumi group, assists Kikujiro, a traveler on the run. At this time, a tender is being held to conclude a contract for the construction of the railway. Tokizo, who made the highest bid, was bought by the head of the Wakatsuki section of the Kansai Railroad, who was thinking about the country, and won by suppressing Takebe-gumi, who used bribes. After years on the road establishing his reputation as Japan's greatest fencer, Takezo returns to Kyoto. Otsu waits for him, yet he has come not for her but to challenge the leader of the region's finest school of fencing. To prove his valor and skill, he walks deliberately into ambushes set up by the school's followers.

A humble and simple Takezo abandons his life as a knight errant. He's sought as a teacher and vassal by Shogun, Japan's most powerful clan leader. He's also challenged to fight by the supremely confident and skillful Sasaki Kojiro. Takezo agrees to fight Kojiro in a year's time but rejects Shogun's patronage, choosing instead to live on the edge of a village, raising vegetables. He's followed there by Otsu and later by Akemi, both in love with him. The year ends as Takezo assists the villagers against a band of brigands. He seeks Otsu's forgiveness and accepts her love, then sets off across the water to Ganryu Island for his final contest.
