The leader of the Soryukai, Aoi (Takeuchi Riki), is cornered. His subordinate and brother-in-law, Yuichi (Yusuke Izaki), has caused a violent incident, and the massive settlement demands are becoming a serious burden. At the same time, Yamanami (Ryu Kano), the secretary-general of the Kyoyu Alliance—of which Aoi himself serves as an executive—has begun dealing in forbidden drugs and encroaching on Aoi’s territory. Bound by the law and shaken by the organization, the true ninkyodo has long been lost. After the internal split, Kazuma Morisuka (Show Aikawa) charges alone into the Kinshishi-kai and dies in a blaze of glory. A year after his brother’s death, Misao (Kazuki Namioka) no longer appears at the Tenkichi-gumi headquarters. Meanwhile, the now-dominant Kinshishi-kai faces a string of attacks targeting only their executives. The power balance in Yokohama begins to shift— and just then, their sworn enemy Baba is released from prison. Baba rallies the Kinshishi-kai to crush the Towada Family once and for all. But at that moment, the long-hidden Misao finally makes his move.
The Towada Family of the Yamaji-gumi—whose main headquarters is in Osaka—has risen to become the largest organization in Yokohama. At its core stands Tenkichi Mitsuyoshi, supported by the formidable Morisuka Brothers. The elder brother Kazuma (Show Aikawa) and the younger Misao (Kazuki Namioka) strengthened the combat-oriented Tenkichi-gumi, using their overwhelming force to seize control of Yokohama. But their dominance brings resentment within the ranks. When the second-generation boss collapses, the family fractures. A breakaway faction forms the Kinshishi-kai, expanding rapidly—and soon the brothers, the very "nucleus" of the Tenkichi-gumi, become their primary targets.
The Kyowakai-Shintokai War came to a close with the disbandment of the Shintokai. While Kyowakai’s second-generation chairman, Kudo (Hakuryu), pushes forward with his ambition to unify Japan’s underworld, Kawatani remains stubbornly indecisive. Meanwhile, in Nagasaki prison, Tamura (Yoshiyuki Yamaguchi) is approached by a man bearing a ceremonial sake cup from Mikami… At the same time, Himuro (Yasukaze Motomiya) enters Kawasaki Prison, only to come face-to-face with his old rival, Akimoto (Sho Aikawa). With former Shintokai member Sugamoto joining in, a fierce power struggle erupts behind bars, where the stakes are nothing less than the yakuza crests themselves.
After running amok, Omiya of the Mikami-gumi-affiliated Omiya-gumi is killed. Himuro (Yasukaze Motomiya) is framed for the crime. Tamura (Yoshiyuki Yamaguchi), who admired Omiya, rebels against Himuro and declares himself the new Omiya-gumi boss. Worried about Himuro facing Tamura’s rampage, Mikami-gumi head Mikami (Eiichi Furui) entrusts him to Kawatani (Hitoshi Ozawa), the head of the Kyowakai Yamasaki-gumi and Himuro’s sworn brother. Meanwhile, Tamura heads to Osaka to elevate Mikami to the position of Kyowakai Wakagashira. Thus, the clash between Himuro and Tamura draws near.
