Shortly after Shinnosuke Tomari (Ryoma Takeuchi), Kamen Rider Drive, eradicates the Earth of the 108 Roidmudes, he is put on a special assignment to investigate paranormal activity elsewhere in the city. He heads to the temple Daitenkū-ji to speak with witnesses Akari Tsukimura (Hikaru Ohsawa) and Onari (Takayuki Yanagi), but as he is interrogating them, a Gamma appears and steals an Eyecon from the temple, prompting Takeru Tenkūji (Shun Nishime), Kamen Rider Ghost, to fight it, even though to Shinnosuke it seems that Kamen Rider Ghost is fighting no one at all as he cannot see the Gamma

One night he tried to stop a young man who had a beautiful sword on his belt and fought him, but he could not win. Knowing that this young man Ushiwakamaru (Minamoto no Yoshitsune) is looking for an opportunity to overthrow the Heike clan, Benkei asks him to let him join him.

Dvorak's Symphony No. 9, "From the New World" wafts through a hospice recreation room. Sitting at the grand piano is a young girl, Chiori, with a prodigious ability to play any piece of music after one hearing. Keisuke Kisaragi whose career was abruptly cut short when he jumped in front of a bullet fired by a crazed gunman. The nerves in one hand were severed but he saved the life of Chiori. The tragic incident takes the lives of Chiori's parents, however, and Keisuke becomes her guardian. Not long after their return to Japan, Keisuke discovers Chiori's musical gift.
Go Ayano plays Kazunari Mizusawa, a young photographer gathering pictures of girls in Shibuya for a documentary. Suddenly the constant noise of the bustling crowd is drowned out by a high school girl (Aimi Satsukawa) shrieking in anger. Mizusawa is startled, but also confused by the fact that nobody in the area but him seemed to care or even notice. His fascination with figuring out exactly what makes young girls want to come to Shibuya in the first place makes him determined to find out more about her.

Watanabe Kazuma's younger brother is brutally murdered by Kawai Matagoro. However, Kazuma's vendetta is denied since the Japanese law in the 17th Century only allowed a samurai to avenge his father or older brother, but not a younger brother. This incident makes his family member Araki Mataemon face his best friend in order to clear path for Kazuma. The tension mounts as they must carry out the vengeance before the murderer Kawai Matagoro reaches the safety of a direct retainer of the Shogun.
