Japan’s largest Kanto yakuza group, Tendokai, led by 6th boss Kazuma Washio (Hitoshi Ozawa), falls into chaos after an attack by Kansai’s Sanko-kai. Okita (Yasukaze Motomiya) loses his memory from the trauma, Kurata (Yoshiyuki Yamaguchi) is imprisoned, and Date (Hideo Nakano) publicly announces Tendokai’s dissolution. Three years later… Kurata is released, Date has joined Sanko-kai, and Okita remains amnesiac. Tendokai is scattered. Meanwhile, Sanko-kai thrives after securing casino rights. Will Tendokai vanish for good? The bonds of family and brotherhood left by Washio reignite the men’s resolve—bringing the epic underworld war to its final showdown.

To revive Tendokai, Okita (Yasukaze Motomiya) and Kurata (Yoshiyuki Yamaguchi) form the Washio-gumi, recruiting former members like Murata (Shunsaku Kudo) and Yagi (Yudai Uenishi). They are warned by retired Kozo Otani (Shun Suda) about an impending police raid on their organization. Despite Kurata's questioning, Otani remains vague. Meanwhile, Akinari Myojin (Kaneko Sho) discovers that Jinseikai was being controlled by Prime Minister Anan (Ikki Hankai). Before they can act, Jinseikai's headquarters is destroyed by a "mysterious man." Hozumi (IZAM) of the police suspects Washio-gumi is behind it, but Okita and Kurata are uncertain. Hozumi suggests the conspiracy may be tied to Kazuma Washio's (Hitoshi Ozawa) past, prompting them to investigate. Okita visits arms dealer Genkichi Hyuga (Masataka Naruse), who holds crucial information that leads Okita to a shocking truth…

Once the largest Kanto yakuza organization in Japan, Tendokai, led by 6th-generation boss Kazuma Washio (Hitoshi Ozawa), now faces the rapid expansion of Jinseikai, which has begun to dominate Kanto. In an attempt to revive, Okita (Yasukaze Motomiya) and Kurata (Yoshiyuki Yamaguchi) re-establish the Washio-gumi and raise the banner of rebellion, attempting to make contact with the Korean mafia. There, they encounter their former enemy, Akinari Myojin (Sho Kaneko). However, Okita and Kurata are repeatedly attacked by a mysterious organization. In the midst of this peril, a mysterious man appears. Who is this man? The new chapter begins! Overcoming sorrow and parting, the men ignite their spirits once more and charge into a fierce battle for their lives!

The Nihon Tōgōsha continues to dismantle yakuza organizations across the country. To survive, Sankōkai Fourth-Generation Chairman Daiki Yabuta (Kenji Matsuda) plans to create a new yakuza group led by Okita Shōhei (Yasukaze Motomiyac) from Washio-gumi. This group aims to unify yakuza nationwide, similar to the former Tendokai under Kazuma Washio (Hitoshi Ozawa). Meanwhile, within Nihon Tōgōsha, Kazuma Washio is expanding his influence, prompting the leader Tōjō (Kentarō Shimazu) to take action and plot Washio’s assassination. However, the plan leads to unexpected outcomes... Additionally, a letter sent to Washio-gumi and other national yakuza organizations pushes Okita and the others into even greater peril.
