A British woman on a visit to post-war Berlin is caught up in an espionage ring smuggling secrets into and out of the Eastern Bloc.

Young, pretty and innocent, Fanny Hill has lost her parents and must find her way in life amidst the perils of turbulent 18th-century London. She's fortunate enough to rapidly find a place as chambermaid of the effusive Mrs. Brown, who lives in a large house teeming with female 'relatives' in negligée and with very relaxed manners. The keywords for this film are comradeship and trust among the youth of a small village on the Baltic which is firmly under the control of an innkeeper, Ottokar Waschke. Waschke owns the only tugboat in town, which the town's fishermen, who make up the majority of the employed, need to transport their catch. So he forces them to sell their fish for a pittance, which Waschke then re-sells at an enormous profit. In the meantime, a big-city teacher, Helmut Grundel, comes to the village and discovers Waschke's little game. Grundel wants to form a collective, so that the fishermen can become independent from Waschke and this makes Waschke into a dangerous enemy. When the young Heini, son of a dune-patrolman, discovers that canisters of liquour are being smuggled into Pommern under Waschke's watchful eye, Waschke threatens Heini, that he'll turn his father into the police, with the baseless accusation that daddy is behind the smuggling operation.

The daydreaming tailor Wenzel is fired from his job, because the fancy frock he was supposed to cut for the mayor, he instead made for himself. He is allowed, however, to take the frock, which he appropriated for himself and he puts it on as he leaves the shop. A puppeteer picks him up in his coach and addresses Wenzel as "Count". So is he received in Goldach, where people think he is Count Stroganoff, the ambassador to the Czar of Russia.

Baron Holberg, who looks back with pride on a long family tradition as hotel thieves, is horrified when his daughter Doris falls in love with the lawyer Robert Hammond, of all people, rather than choosing the art thief Sammy, as he would wish. Under the pretext that they are being pursued by the police, he lures his daughter away from the lawyer, but when he confesses the deception to her, Doris immediately sets off for Hammond's country estate near London. However, Hammond's father is not too fond of the connection either...
