The police have just received alarming reports of widespread smuggling – probably based in the outer Oslo Fjord – and a trusted investigator, Reidar Nissen, is sent on vacation to Hankø.

A deckhand, Rolf Just Nilsen, is mistaken for pop singer Dickie Dons, also played by Rolf Just Nilsen, aboard the car ferry from Kiel to Oslo.
