Set amid the atrocities of war in the Balkans, Witnesses is retold, Rashomon-style, from various characters' viewpoints, adding new information about the complexity of war and humanity. Beginning inside a rustic house with a woman in black (Mirjana Karanovic) standing beside her husband's coffin, Witnesses interweaves the stories of a small town confronting ethnic hatred and deep moral ambiguities.

The story takes place in Osijek in 1968. Seventeen-year-old Tomo is the greatest hope the town of Osijek has for winning the Junior Cup of Yugoslavia. Josip Broz Tito himself is expected to come to Osijek to open the competition. Nevertheless, Tomo is more interested in girls than in rowing. The beautiful prostitute Betika and a lovely girl named Jasna have captured his heart. Unfortunately, he has impotence issues of which even his doctors are unaware. Therefore, is unable to realize his sexual fantasies. Finally, he ends up in a hospital where local members of the political elite persuade him to compete in the cup. These pressures come to a head when his father is taken to prison as a political suspect.

At the beginning of 1990s, two Croatian emigrants, economically minded Cinco and politically minded Marinko, arrive in Croatia from Germany, homesick for their families and hometowns. In order to get a German pension, Cinco pretends to be dead and travels in a coffin. Soon, Marinko joins him because he is running away from an old agent of the Yugoslav State Security Service. On their trip in a motor hearse, Cinco and Marinko face many adventures, which culminate when they are stopped at Serbian barricades close to their destination.

Faruk Sego, a failed Bosnian writer facing deportation from Austria, must prove that he has made a cultural contribution to Austrian society. His last chance is an off-theatre troupe that can stage a play he wrote as a young man. Faruk's reluctant return to the theatre will force him to realise what is truly important in life.

At first, nobody wants to co-operate with him, but he finally finds that the island is being allegedly haunted by the ghost of Josip Broz Tito, Communist leader of former Yugoslavia. For Luka, the mayor, this is the opportunity to turn entire island into Tito-themed amusement park. Tito's WW2 veterans, on the other hand, don't believe in ghosts; for them, the apparition is actually Tito himself, who had returned in order to lead them into a new revolution which would restore Communism. In a fictional Central European country democracy and freedom are only illusion, because behind polished surface there's many cases of murders and manipulations with the people. Police and city authorities are helpless when it comes to revealing the evil and culprits behind it. In the center of this story is the writer Ivan Gajski, whose friend died under sketchy circumstances. Gajski reveals that those who most advocate democracy are not only the same involved in these crimes, but they also did some of the murders as a part of TV production. Gajski meets all kinds of characters through this quest of his, including the woman of his wife Sara, and professor Bošković who discovers the origins of present Evil - the dark past of European continent.

Don Fabijan is a young priest who comes to serve on an unnamed small island in the Adriatic. In order to help increase birth rate on the island, he decides to pierce condoms before they are sold. He therefore teams up with the newsagent Petar and the pharmacist Marin. After they abolish all forms of birth control on the entire island, the consequences become more and more complicated.

Iva and Saif are a young married couple who, despite constant attempts, fail to have a child. Zorica and Draka are a drug-addicted couple who always lack money for drugs, but that’s why they have a surplus baby. Bećir and Dudo are petty criminals whose entrepreneurial ventures go through transition.

Martin is forty, living his common life with protective, invalided mother - no friends, no girl friend, no warm or friendly relationships with anybody - He works as a delivery boy for one bakery shop, so his working hours starts before sun rises, while the streets of the town are still empty. One clear autumn night, one strange girl approaches Martin - she is going through the drug crises and she needs help.
