Masked figures with machine guns march into the secondary school in Karatas, take the pupils hostage, and execute one of them. They make no demands. Silent terror is their modus operandi. Seeing as the army will take two days to arrive due to a snowstorm, maths teacher Tazshi decides to assemble his own assault team: his ex-wife, the gym teacher, the cowardly school principal, an alcoholic night watchman, the village idiot, and an incompetent chief of police.

Orléans is a typical provincial Russian town on the banks of a salt lake called Yarovoye. The town is 'steeped in evil'. But it isn't some great evil. This evil is of a banal and everyday type: Lida the hairdresser has indiscriminate affairs, followed by numerous abortions; Rudik the doctor enjoys an endless supply of women, thanks to his position, neglecting his paralyzed father who lives with him and hoping the old man will die soon; the local officer of the law has no qualms about committing murder; a magician from the local circus might actually be sawing women in half on stage... One day, a mysterious man appears in this quiet backwater town. He goes by the title of the Executor: at least that's what it says on his business card...

At the same time the camera records the life of the gang, they become accustomed to this and stop paying attention to it. Every Saturday fireman Anton Kalashnikov welcomes his 14-year-old daughter Kira from the dance. TV, dumplings for dinner - a standard set of entertainment from a Saturday dad for a teenage girl. But on this day, everything went wrong. Kira rings the intercom, Kalashnikov opens the front door, but the girl does not go up to the apartment. Anton has to ask for help from his neighbors in a concrete box, breaking through human indifference and past grievances.

In the small town of Kandalaksha, Petya lives out a fantasy life as a traffic cop. He has a holster, a wooden gun, and the locals humor him by following his "orders." When a convict escapes from a nearby prison, Petya joins the manhunt as any good officer would.

Following a brawl, Captain Ignat, who is traumatised by the death of his daughter, is ordered together with a regular soldier to find a deserter and bring him back via Moscow to stand before a military court. Although they locate the young soldier, their journey across the wintry moloch that is Moscow is slow and tortuous. Before long, the unlikely trio find themselves drawn into a chaotic maelstrom of violence, corruption, criminality, degradation and squalidness. In the face of the monstrous malaise and everyday horror of life in Russia, the gradual breakdown of the film’s anti-hero becomes a metaphor for Russian society.
