Members of a teenage gang are sent to the State Reformatory, presided over by the callous Thompson. Soon Patsy Gargan, a former gangster appointed Deputy Commissioner, arrives and takes over the administration to run the place on radical principles. Thompson needs a quick way to discredit him.

Hanley shoots a man and then frames Bill Roberts. Being the Judge he then holds court planning to hang Bill but Bill's friends effect his escape. Andy tries to lead Hanley astray by misleading him as to Bill's location. But Bill changes plans and Hanley catches up with him and this leads to the showdown.

Blackie Saunders and his young partner Sandy arrive in Indian Springs where Blackie meets his old friend Jim whom he once rode with on the wrong side of the law. Jim is now the Parson but Blackie still carries the reputation of a killer. When the townspeople decide Blackie is not a fit guardian for the boy, Jim convinces Blackie to leave the boy with him. But just after Blackie leaves town, the express office is robbed and it is assumed Blackie did it.

Farina Hoskins discovers a stray dog. Joe Cobb suggests that he and Farina take the dog to the gang's dog show. In the middle of the show, the dogcatchers crack down on picking up all unlicensed strays to control a hydrophobia epidemic; the injection to control the disease costs five dollars.
