In an abandoned Tokyo overrun by bubbles and gravitational abnormalities, one gifted young man has a fateful meeting with a mysterious girl.

The seven secretaries who consist of the "Shadow Army" enjoy peaceful days. They receive a new request from Koichi Ogata, who runs a ramen restaurant in Nagano prefecture. He is furious at land development that is carried out by Alps Raicho Group. The Alps Raicho Group and their Alps Raicho Resort are run by the Tsukumo family. That family exerts tremendous influence around the region. The Tsukumo family seem like a well mannered family, but, in reality, they are a vicious family who will do anything for their own interests.

A meeting in the middle of Tokyo between Jan, a middle age French photographer who is living his life carelessly, and Flare, a 17 years old runaway girl with a complicate family background. Charmed by Jan’s works, a budding of love soon developed in Flare. While attracted to the wild life of Jan, she holds onto a complicated feelings. Meanwhile, Yuugo (Kento Nakajima), who graduated from a prestigious middle school, applied to the Ooejo Agricultural High School just because the school has a dormitory. Yuugo, who grew up in the city, finds himself in an unfamiliar environment at Ooejo Agricultural High School, surrounded by nature and animals. Yuugo is also the only one who doesn't know what type of career he wants to pursue. Yuugo becomes impatient. He goes through struggles everyday, but he also gets to know the other students and rural life in general. He begins to grow as a person.

Serving as the true ending to Kamen Rider Decade and revealing the origins of Kamen Rider W, this movie is split into three parts. In "Kamen Rider Decade: Final Chapter", Tsukasa Kadoya fully embraces his title as the Destroyer of Worlds.
