An American engineer, consulting on a Soviet construction project, inspires a backward and timid new foreman to learn better about his job, assert himself, solve problems and inspire his own men to bring the job in ahead of schedule.

The priests, stock market officials, and police conspire to squeeze income out of pilgrims come to see relics of a Christ like figure. A pair of con men try to pass of a resurrected saint.

The main protagonists of the film are Katya (Varvara Popova), the daughter of a factory worker and Andrey (Ivan Koval-Samborsky), the son of the former owner of the factory who illegally returns to the USSR to find treasures hidden by his father. The film title refers to the Communist party's appeal, after Lenin's death, to enlarge its membership.

The movie has been preserved incompletely, with no inscriptions.

The Director managed to accurately recreate the historic era, to convey the atmosphere of the Tsarskoye Selo Lyceum in the years of the formation of the poetic genius of Pushkin.

Konstantin Eggert both directed and starred as Count Shemet, cursed by his insane mother’s traumatic experience with a bear to have seizures during which he himself becomes a “bear” on the kill.
